In a significant step toward resolving pressing concerns, the leadership of Ndokwa West Local Government Area ably led by the executive chairman, Hon. Dr. (Chief) Goddey Obi Nzete held a high-powered meeting with stakeholders from Utagba-Ogbe community and representatives of oil companies operating in within Utagba-ogbe community. The meeting, centered on a petition from Progressive Youth Association –a body made up of various youth leaders within Utagba ogbe; addressed issues regarding the perceived lack of fulfillment of social responsibilities by the oil companies.

The council chairman welcomed all participants, including representatives from Pillar Oil, OPAC Refinery, Midwestern Oil & Gas, SEEPCO, AHL, 3 Centuries, Chorus Energy Nig Ltd, and Energia. Notably, oil companies under Agip and a few others were absent. The chairman also sought to verify the authenticity of the petitioning group, which was subsequently confirmed as legitimate.

Petition Highlights

Comrade Azubuike Ejechi, Vice President II of the Utagba-Ogbe Progressive Association, highlighted the focal point of their petition, expressing frustrations over the lack of action by oil companies regarding community development, despite repeated complaints. He emphasized that their grievances, including prolonged blackouts and unemployment, had necessitated the council’s intervention.

The youth leaders also referenced prior engagements with oil companies, such as a meeting anchored by Hon. Oyibode concerning the prolonged electricity blackout in Utagba-Ogbe.

Responses from Oil Companies

Representatives of the oil companies outlined their positions on the matters raised:

Mrs. Boma Alalibo of Midwestern Oil Company clarified their operational framework under the Petroleum Industry Act (PIA), highlighting that interactions with communities now involve the BOT, Management Committee, and Advisory Committees. They explained that while they do not initiate electricity projects, they would continue to support government-led initiatives within their host’s locality.

Mr. Awili William of OPAC Refinery stated their commitment to extending electricity to host communities upon reaching a setting refining capacity of barrels per day. He noted that his company has a credible track record of collaborating with their hosts.

Mr. Akpe Moses of Pillar Oil pointed out that they had fulfilled several obligations to their host, with careful adherence to the PIA, including providing concrete poles and transformers. They pledged to prioritize electrification if it became a top community need.

Bar. Ajang Emmanuel who represented three companies –SEEPCO, AHL, and 3 Centuries; affirmed their willingness to collaborate with government-led electrification projects.

Mr. Rukevwe Efeotor of Chorus Energy emphasized their adherence to MOUs with certified community representatives, stating they had provided the agreed funding and were open to supporting electrification initiatives.

Employment Concerns

Mr. Ejechi Azubuike further highlighted the issue of employment, citing few companies with a disappointing record on their refusal to employ locals. He urged the council to advocate for fair lots for his community in this aspect. The various companies mentioned, took turns stating their willingness to improve on this particular area.

Security Council Contributions

Security council members weighed in on the importance of electrifying Kwale and its surrounding communities. They urged oil companies to support the initiative actively.

Council Chairman’s Remarks

The council chairman reiterated his commitment to ensuring the electrification of Utagba-Ogbe community before the end of his tenure. He ingeniously hinged on the already spelled out willingness of the various oil companies to partner with the government to ensure that the electrification project as it concerns Utagba ogbe, would come to reality in the shortest possible time. He commended the petitioners for their proactive approach even as he schooled them on the new petroleum industry act —admonishing them to always have the stands of the law at their fingertips. He assured the community of his administration’s dedication and preparedness as it relates to their welfare, He also appreciated the oil companies for their presence and willingness to collaborate, emphasizing the need for synergy in driving development in Ndokwa West LGA.

The meeting concluded with an appreciation for the stakeholders’ turnout and constructive dialogue. One of Pillar Oil company representatives, Mr. Akpe Moses lauded the council chairman for his developmental strides and leadership, expressing optimism for continued progress in the LGA.

This pivotal engagement highlights the council’s unwavering commitment to addressing the concerns of its constituents and fostering meaningful partnerships with corporate stakeholders to drive sustainable development.
